unanimously just about 30 minutes ago -- heather holmes. the council went ahead and approved this controversial daytime curfew. on this summer day the concord skate park is packed. but when school starts in august, officials don't want teens here but here in the classroom. >> we want them in cool where they're actually learning and not subject to crime victim or crime suspect. >> reporter: for those reasons, the police chief supporting the curfew. requiring school students to be in class on school hours. and parents will face charges too. >> it adds a layer to those student who is will chronically not go to school and allows us to address it in a punitive way. >> reporter: the first comes with a warning, after that, each additional day skipped that year comes with a fine. starting at $100, liming to

$500 in the fourth infraction. >> we're not here to make money. i hope we don't have any fines. >> reporter: the mayor says it was clear after looking at the truancy rate in some of concord's five high schools which exceeds the state average that something needed to be done. but others believe the plan unfairly targets all concord kids. including private students and those home schooled who are exempt. >> my children will be forced to carry an i.d. >> reporter: the state will spend the next week educating students and parents about this truancy crack down set to take effect at the start of the school year. here in concord, i'm heather holmes. more details now at least nine other east bay cities have

similar laws including pittsburgh, hayward and hercules. concord officials tell us they consulted with several of those cities to help draft tonight's ordnance. rodney king has been arrested on suspicion of drunk driving. sheriff's deputies say they pulled king over today for breaking several traffic rules. deputies say when they spoke with can he think he appeared to be under the influence. this is his picture. california state university students learned today they are going to have to pay 12% more for tuition starting next month. the board of trustees voted today for the second hike this year. the first was 10%. ktvu's jana katsuyama says some students are now wondering how they'll manage. >> i have to get my under grad first. >> reporter: the 21-year-old senior at san jose state wants

to become a physicians assistant. he's working on the side to get through school. he was working two jobs until one fell through. >> i sold all my furniture and stuff to pay for my rent. >> reporter: some semesters he says he hasn't had enough money for books so is he borrowed with friends. >> i finished last semester with a 3.5. >> reporter: now he and other students are worried about the fee hike. the $588 annual increase will put tuition at $5,572 a year. not including campus fees, room, board or books. >> they raised it 10% a year ago when i first started. it was just increasing. i feel like when will it stop and when do they expect us to get money from. >> reporter: the school says

the tuition is needed although some students will get more financial aid. >> about half of them will not get the increase, the half that is most in need. >> reporter: the new fall semester starts in august. in san jose, jana katsuyama, ktvu channel 2 news. varsity of california regents are also considering another tuition hike. the board of regents began a three day meeting in san francisco today. uc's president is recommending a 9.6% increase to make up for an unexpected $950 million loss in funding. a jury in marin county today convicted pornography heir mitchell in the beating of his girlfriend. prosecutors say two years ago

mitchell beat kate miller with a baseball bat and ran away with their daughter. he could be sentenced to life when he is sentenced next month. mitchell's brother jim was one of the cofounders of mitchell theater. the suspect is 21-year-old jonathan walker and police say he should be considered armed and dangerous. walker is wanted in san francisco for a homicide in january. an oakland man has been charged with murder in the shooting death of a high school senior. michael heartsman anthony shot miller jr. in may when he was riding a bike home from school. tonight the families of seven bay area fishermen who are missing in mexico say they will continue to push lawmakers

to have the coast forward resume the search for the missing men. the coast guard announced today it has completed the search over the sea of cortez. the coast guard released this grid showing where it flew the mission from air station san diego. in all they say they searched 76,000 square miles. the men went missing when their boat capsized. and authorities say they believe david pots is no longer alive. pots was in hawaii with wife and child for a vacation. on saturday he fell 20 feet down into a blow hole in the island of maui. the blow hole is a popular place to watch geysers but warn

people to stay away from it. takamie rowel was 14 years old and an a student. the sonoma county sheriff's department says it appears that alcohol played a part in her death. rowe's funeral is scheduled for saturday in santa rosa. the first of two funerals was held today for betty ford. family, friends and admirers said goodbye during a memorial service in palm desert. the widow of former president ford died on friday. >> reporter: julie right now they are still late at night honoring betty ford. you can see the shuttle buses behind me as members of the community come up the hill. her

betty ford began her journey to her resting place. the ford family was joined by u.s. dignitaries and friend to say goodbye to betty ford. >> we rejoice in the goodness of an end, how she lived it to its full. >> reporter: ford was eulogized by her close friend roger carter as -- >> someone who had the courage and grace to fight fear, stigma and prejudice wherever she encountered it. former president george w. bush along with first lady michelle obama and secretary of state hillary clinton were also in attendance. the public was invited to pay their respects at the conclusion of the service. many people were recovering

addicts or cancer patients who got inspiration from ford. ford died at the age of 83. her legacy lives on in her recovery treatment center. ford remains to be flown to michigan for a final funeral. she will be buried thursday next to her husband who died in 2006 in grand rapids. in less than 24 hours the body of betty ford will be taken away and will be flown to arizona. family members say sherwood schwartz died this morning. schwartz was working on a big

meeting but would not elaborate. city council did ask for a down payment of sort, that is still to be negotiated. an alameda teenager tells ktvu says she was shocked to hear gunshots in her neighborhood tonight. it happened around 5:00 p.m. this evening at west mid-way avenue and barber's point road near the naval base. the young lady said she heard the gunshots while she was taking a shower, she then looked outside and saw a body on the road. no word yet on the person's identity or condition. members of bart b.a.r.t.'s new citizen board heard complaints. it all stems from last night's wild protest in san francisco that you saw live right here during the evening rush hour. protesters say they are angry about the shooting death of

charles will. and that led to testy testimony today. >> reporter: for the first time hill was armed with at least two knives. previously he said hill had at least one knife and a broken bottle when he was shot and killed. there was another demonstration in san francisco today as protesters rallied in support of a college athlete who refused to pull up his sagging pants on an airplane. the demonstrators backed a -- harmon was arrested last month on suspicion of battery and resisting arrest after boarding a flight in san francisco. san mateo county prosecutors have not decided whether to file charges but the d.a. says a decision could come as soon as tomorrow morning.

new information tonight involving the kidnapping of jaycee dugard. new documents released today include a handwritten note from dugard after she was finally found. patti lee shows us new video as well on video of nancy and phillip garrido. >> reporter: this is video taken by nancy garrido sometime between 2000 and 2007. she is pretending to film her husband, but as you can see she is filming children instead. and here you can see she is filming the legs of a girl in shorts. this map shows his history of map and rape in the area. starting in 1972 in antioch when he was charged with assaulting a 14-year-old girl. in 1976, he targeted three women, all in south lake tahoe. but despite this pattern he was never considered a suspect in the jaycee dugard case. this video of a parol officers visit to the house shows nancy

heckling the agent and garrido taking control of the tour. keeping agents away from the area where dugard and her children were hidden. there were 60 visits but none of them noticed something suspicious. this piece of paper where jaycee dugard wrote down her name and her mothers finally identified herself as the girl kidnapped on the way to school in 1979. the inability to connect the dots for 18 years will be discussed in august at the capital. a way to find these tragedies from happening again. jaycee dugard's book went on sale today. it's been sáeling well in the -- it's been selling well in the bay area. in the book she writes about the 18 years she spent in captivity and how the births of her two daughters gave her reason to live.

to be involved in trafficking. lunsman lives in virginia with her son and had been visiting afghanistan. so far there has been no contact or demand from the kidnappers. in northern iowa, riots broke out today the annual day of protestant marchs that often trigger demonstrations by catholics. thousands of people including police officers were injured inspite of a 1998 peace agreement there is still animosity between catholics and protestants. members of a group that tracks crimes against gays, lesbians and transgender people say they are seeing an increase in attacks. there was a 13% increase in violent crimes committed against lgbt people last year compared to 2009. last year's homicide count reached 27. that's up from 22 in 2009.

44% were transgender women. a new website created by some stanford students helps californians track how the state spends taxpayer money. it's called california common sense. and it has information about state employee wages, pension costs and spending by department. students say they want to highlight inefficiency to promote better policies. there's also information about how 40 other states spend their money. up next here, only on 2, putting a tail fin on a truck and how it can save a lot of money. tom vacar will show us how

a new study finds that it's not just the amount of salt you consume but the amount of salt in comparison to potassium. a higher potassium intake was associated with a lower risk of death during the 14 year study. the researchers say reduce sodium intake accompanied with increased potassium intake can increase -- the forecast for the fog and drizzle. we've had plenty of drizzle
